The uncertainty involved in local finance and federalist perspective Antonio Laurenzano
In a moment of deep reforms of local finance, the planning of local authorities is complex and problematic for the continued intervention of the legislator with regard to rules spending constraints, the internal stability pact and start of fiscal federalism.

La manovra estiva di finanza pubblica, unita alla crisi economico-finanziaria nazionale ed internazionale, limiteranno fortemente il potere discrezionale degli Enti locali. Un percorso difficile dei bilanci per mantenere invariati gli standard di qualità per molti servizi indispensabili per le comunità.
Il 2011 sarà un anno difficile per le casse comunali . E le prospettive per il triennio saranno ancora peggiori. Le amministrazioni pubbliche saranno obbligate a una rimodulazione complessiva che, inevitabilmente, si ripercuoterà sulle famiglie e sulle imprese. Si dovrà cioè procedere a una riduzione dei servizi, anche in settori strategici, in primis la cultura.
